Pursuant to the Presidential Decree dated March 27, 2026, the "Second Chance" project has been launched to equip young inmates with digital and modern vocational skills. Funded by "Unicon Soft" LLC, the project’s core mission is to train young individuals in high-demand professions, assist them in finding decent employment upon release, prepare them for independent life, and prevent recidivism.
Providing an opportunity for a successful reintegration into society for youth aged 18 to 30—who may have taken a wrong turn but still have their whole lives ahead of them—is a testament to the belief in human dignity and the potential for reform. True justice lies not merely in punishment, but in fostering the conditions for a person to live a meaningful life. After all, everyone deserves a second chance; one mistake should not define a person's entire future.
Modern Skillsets: Inmates will be trained in the most sought-after digital careers and foreign languages, including English, Russian, and Chinese.
Intensive Training: The curriculum consists of 8 to 12-month intensive programs. Graduates will receive professional certificates recognized nationwide.
Public-Private Partnership: "Unicon Soft" LLC is funding the purchase of educational equipment, faculty salaries, and learning materials. This initiative highlights the rise of socially responsible business in Uzbekistan.
Phased Rollout: The project will commence on June 1, 2026, in the Tashkent, Navoi, and Kashkadarya regions, expanding to a nationwide scale by March 2027.
The decree goes beyond mere education. It includes mechanisms to involve talented certified youth in service contracts, provide job placement assistance after release, and address the housing needs of vulnerable young individuals. This holistic approach is considered the most effective way to reduce repeat offenses.
In short, the social impact of this project is far-reaching: families will be reunited with their loved ones, and society will be enriched by a new generation of skilled professionals. This initiative will play a crucial role in reducing poverty and mitigating social exclusion.
